Official Goa startup/IT sources show concrete policy movement: Goa Startup Policy 2025 includes co-working space and incubator subsidy support, the 2023 Budget Action Taken Report recorded identification of beach co-working spaces/Sea Hubs in Morjim, Benaulim/Colva and Ashvem, and Startup Goa's 2025 IT vision material says Goa is developing a Workation and Digital Nomad Ecosystem with public Wi-Fi hotspots, co-working spaces and an upcoming digital nomad visa/one-stop portal. This confirms active progress, but not enough to prove Goa has become the premier destination.
