Original manifesto wording
“We will make Uttarakhand a self-sufficient state in the production of dairy and poultry products.”
Our Assessment
Uttarakhand has taken sustained implementation measures toward increasing domestic dairy and poultry production. Since 2022, the state has expanded Poultry Valley and Broiler Farm schemes, introduced dairy and poultry entrepreneurship support through the Chief Minister State Livestock Mission, created local procurement arrangements with ITBP, and adopted the Uttarakhand Poultry Development Policy 2025. The 2025 Poultry Policy directly targets self-sufficiency in egg production and broiler-chick production. It identified substantial baseline shortages: egg production of 5,413 lakh against an estimated requirement of 20,857 lakh in 2022-23, and poultry-meat production of 113 lakh kg against an estimated requirement of 508 lakh kg. The policy therefore provides a clear implementation framework aimed at reducing dependence on supplies from outside the state. Implementation has continued beyond policy adoption. In September 2025, the Cabinet approved a ₹10-per-kg poultry-feed subsidy for 1,597 poultry units across nine hill districts, with ₹2.8385 crore earmarked, and the Animal Husbandry Department subsequently issued the scheme's Government Order and SOP. Dairy-sector programmes also continue through livestock entrepreneurship and cooperative dairy-development initiatives. However, the manifesto promise is an outcome commitment: Uttarakhand must become self-sufficient in both dairy and poultry production. Available official evidence establishes sustained implementation and expansion of production-support measures, but does not yet demonstrate that the state's dairy requirements or poultry-production deficits have been fully met.
