Uttarakhand has a sugarcane and sugar-mill base across districts including Udham Singh Nagar and Dehradun, but I did not find approved-source evidence that 100% bagasse-based paper plants were established in Udham Singh Nagar and Dehradun after the 2022 manifesto. Budget status: no paper-plant allocation found.
