काफी हद तक बरकरार। उत्तर प्रदेश देश के शीर्ष गेहूं एवं धान खरीद राज्यों में से एक बना हुआ है, जो हजारों खरीद केंद्रों के माध्यम से MSP पर खरीद करता है और भुगतान सीधे किसानों के बैंक खातों में करता है; खरीद सामान्यतः बढ़ी है। वार्षिक लक्ष्य हमेशा पूरे नहीं होते और गति वर्ष-दर-वर्ष बदलती है, इसलिए MSP खरीद को 'और मजबूत' करने का वादा आंशिक रूप से पूरा हुआ। स्थिति: आंशिक।

Why on track?
Government procurement at MSP is operational, and completed wheat purchases have recovered over successive recent seasons. This provides observable progress against a directional commitment to strengthen procurement, so On Track is appropriate. The 9 October paddy policy is supporting evidence of continued implementation; its future target does not count as delivered.
The manifesto sets no fixed tonnage endpoint. Recent improvement does not mean every annual target has been met or that procurement has exceeded the pre-election peak. The 48-hour payment arrangement still needs evidence of actual compliance.

Why medium confidence?
Official PIB and state Budget records confirm actual procurement and payments for earlier seasons. The latest 2026 wheat total and the 9 October policy are reported by news organisations quoting officials. Comparable final data for both crops, farmer coverage and payment delays are incomplete, so confidence is medium.

- Final wheat and paddy procurement totals for each season, compared consistently with pre-election levels and annual targets
- Numbers of farmers selling at MSP and procurement-centre coverage, including district-level gaps

Cabinet approved the Kharif 2026-27 paddy policy, reported by UNI: 65 lakh MT target, 4,500 centres, ₹2,441/quintal for common paddy and ₹2,461 for Grade A, with a 48-hour payment arrangement. Procurement is scheduled from 12 October in western UP and 1 November in eastern UP; the targets and payment standard are not yet verified delivery.

Jagran, quoting the principal secretary, reported completed 2026 wheat procurement of 21.564 lakh MT through 5,848 centres, against 10.273 lakh MT the previous season. This is evidence of actual purchases, although recent recovery does not establish a new historical high.

The UP Budget 2026-27 recorded 10.27 lakh MT of wheat purchased in 2025-26 and approximately ₹2,512 crore paid to farmers. It also recorded 42.96 lakh MT of paddy and more than ₹9,710 crore in payments as an in-season snapshot, not the final paddy total.

PIB reported UP wheat procurement of 9.31 lakh MT for 2024-25, compared with 2.20 lakh MT in 2023-24. These are state totals, distinct from the much larger national procurement figure.
