Why partially done?
Verified startup support represents meaningful implementation, but the promised 10 lakh jobs or self-employment opportunities and number-one startup ranking are not established. A numerical outcome remains outstanding, so Partially Done is more appropriate than On Track.
The Startup Procurement Scheme is an approved mechanism awaiting evidence of rollout, orders and outcomes. AI training targets are related context and are not counted as jobs. Equivalent programme names can count when the underlying delivery and beneficiaries match the promise.

This is an implementation milestone; no operational marketplace, resulting orders or jobs have yet been verified under the new scheme. Separately reported ₹50-lakh/₹1-crore ceilings await confirmation in the final notification.
