Original manifesto wording
“हम पारदर्शी स्थानांतरण नीति लागू करके और यह सुनिश्चित करेंगे कि स्थानांतरण में कोई भी भेदभाव नहीं हो।”
Our Assessment
The manifesto promised a transparent transfer policy that would prevent discrimination in government postings. In February 2026, the Education Minister told the Assembly that a comprehensive teacher-transfer policy was still under preparation. In July 2026, teacher associations reported that different rules were applied within the education department and that around 12,000 newly promoted lecturers were excluded from the transfer window. No approved statewide notification or operational policy was found establishing uniform, transparent and non-discriminatory transfer rules across departments. The promise therefore remains pending rather than partial because isolated transfer exercises do not establish the promised policy framework. Budget: This is a regulatory and administrative commitment; no direct allocation is required and no dedicated spending evidence was found.
