What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We have indigenously developed Automatic Train Protection System Kavach and are rapidly expanding its coverage. In the next few years, we will expand the manufacturing, design and installation of Kavach Systems in a mission mode just as we electrified the railway network.”
Our Assessment
Kavach, India’s indigenous Automatic Train Protection System, has been commissioned on over 3,100 route kilometres (with Kavach Version 4.0 introduced on 738 route km in 2025), and implementation work is under way on an additional 24,400 kilometres in mission mode, supported by a roughly threefold higher safety budget. Consequential train accidents fell sharply (to 11 in 2025-26 up to November). The expansion pledge is being actively delivered, though network-wide coverage is still in progress. Partial (strong action).
Promise Timeline
Kavach commissioned on 3,100+ route km (V4.0 on 738 km in 2025); rollout under way on 24,400 km more; consequential accidents down to 11.
