Improve road safety through techno-legal and behavioural interventions

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will focus on further improving safety on roads through a series of techno legal interventions, training and behavioural change to improve road safety.”
Our Assessment
Since 2024, highway black-spot repairs, camera-based traffic monitoring and cashless crash treatment have expanded. Road deaths still rose from 1,77,175 in 2024 to a reported 1,83,382 in 2025. NHAI's new bridge-design checks start in December 2026, so this remains Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Meaningful measures have been implemented: permanent National Highway black-spot rectifications increased from 4,777 reported in January 2025 to 5,036 in March 2025; two standalone traffic-management corridors were complete by December 2025; and PM-RAHAT had treated 22,481 crash victims by July 2026. Yet the minister's reported 2025 national figures show more accidents and deaths than in 2024, so better overall safety has not been demonstrated. The 15 October 2026 bridge-design policy takes effect only on 1 December and is evidence of a planned intervention, not completed checks. The promise remains Partially Done.
The ₹272-crore FY2025-26 provision for uninsured PM-RAHAT cases is scheme-specific, not a budget for this entire road-safety promise; budgetAllocated remains empty.
02 · Strength of evidence
Why medium confidence?
Ministry releases and parliamentary replies document black-spot repairs, completed monitoring corridors and actual PM-RAHAT beneficiaries. The 2024 national toll is in a parliamentary reply; the 2025 figure is reported from another ministerial reply in credible news coverage. Confidence is medium because the full 2025 annual accident report, 2026 outcomes, independent before-and-after evaluations and training results are not yet available together.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Final official national road-accident and fatality series for 2025 and 2026
- Before-and-after crashes and deaths at repaired black spots and monitored corridors
- Verified numbers trained and behavioural changes from road-safety programmes
- Completed independent bridge-design checks after the policy starts on 1 December 2026
Status describes delivery. Confidence describes the evidence.
