Our Assessment
A common electoral roll (a single voter list used for Lok Sabha, Assembly and local-body elections, instead of separate rolls maintained by the ECI and State Election Commissions) has been discussed and is conceptually linked to the simultaneous-elections agenda, but provisions for a unified common electoral roll across all levels have not been implemented. Pending.
