Our Assessment

Since 2024, the government has continued reducing business compliances through measures such as the Jan Vishwas Act 2026 and state-level regulatory reform programmes including BRAP/RCB+. On 8 Oct 2026, the GST Council recommended further simplification of registration, refunds, penalties and other compliance processes. Some of those GST measures are still recommendations awaiting implementation, so the promise remains On Track rather than fulfilled.

The reasoning behind the verdict

Why this assessment?

Reviewed

01 · Delivery status

Why on track?

There is direct evidence of enacted central reforms and coordinated state-level compliance reduction. The promise has no fixed numerical completion target, and further reforms are still underway.

State-wise implemented reforms, MSME-specific impact data, and implementation of the 8 Oct GST Council recommendations.

02 · Strength of evidence

Why medium confidence?

High confidence — Central laws, GST Council records and government regulatory-reform data provide strong primary evidence. The main limitation is incomplete state-wise and MSME-specific implementation data.

  • → State-wise implemented reforms
