What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Take a decision in the first Cabinet meeting to provide one lakh government jobs.”
Our Assessment
At its first meeting on 13 January 2023, the Cabinet adopted the Congress manifesto as policy and formed a subcommittee to draft a roadmap for one lakh employment opportunities. It did not approve a decision to provide one lakh government jobs. The roadmap step is partial action, but the promised first-meeting decision was missed; later hiring does not change that result.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
The promise is specifically about a decision in the first Cabinet meeting, not the eventual number of appointments. On 13 January 2023, the Cabinet adopted the manifesto as policy and formed a subcommittee to finalise a roadmap for one lakh employment opportunities. This was a concrete preparatory step, but the meeting did not approve a decision to provide one lakh government jobs. The first-meeting deadline has passed, so later recruitment is outside this verdict. Partially Done reflects the roadmap step and the missing substantive decision.
Only the first Cabinet meeting is assessed here. Subsequent job announcements, approvals and appointments are not counted toward this time-bound promise.
02 · Strength of evidence
Why medium confidence?
Contemporaneous reports reproduce the first Cabinet's decisions and agree that it formed a jobs-roadmap subcommittee. Confidence remains medium because the original party manifesto PDF and certified Cabinet minutes have not been independently obtained.
