Our Assessment

The Himachal Pradesh government has taken several substantive steps to support apple growers, including increasing the Market Intervention Scheme (MIS) procurement price, introducing the Universal Carton system and continuing government procurement of apples. The official MIS procurement rate was ₹12 per kg in 2024 and the Chief Minister announced an increase to ₹13 per kg on 1 October 2026. The government has also begun work on an institutional component closely connected to the original promise. In January 2026, the Chief Minister announced the constitution of an Agriculture and Horticulture Commission with participation from farmers and orchardists and said legislation to establish the Commission would be introduced. The 2022 manifesto commitment had envisaged such a Commission recommending apple prices. However, the manifesto made a more specific commitment than increasing the MIS procurement rate. It promised a minimum support price for every category of apple and stated that no buyer, including private companies, would be permitted to purchase apples below the declared price. Available evidence does not establish a category-wise MSP system covering apples or a statewide prohibition on purchases below those prices. The MIS provides meaningful government price support but is not equivalent to the promised category-wise MSP framework. The promise is therefore assessed as Partially Done: substantial supporting measures have been implemented and the proposed Commission has moved forward, but the principal category-wise MSP and below-MSP purchase restriction have not yet been demonstrated.
