“We will establish the Uttarakhand Infrastructure War Room under the CMO for speedy implementation of infrastructure projects. A Public Private Partnership (PPP) Unit will be created here with highly qualified and experienced professionals to recommend high-impact projects that are to be financed and delivered in conjunction with the private sector.”
The promise was a specific CMO-level infrastructure war room plus a PPP Unit staffed with experienced professionals. A closely related institution exists: the Uttarakhand Investment and Infrastructure Development Board, created under the Uttarakhand Investment and Infrastructure Development and Regulation Act, 2023, with a mission to catalyse transformative infrastructure development and a mandate that includes promoting Public Private Partnerships. Its official site lists projects such as the Haridwar and Rishikesh Ganga Corridor projects. However, I did not verify a war room under the CMO or the promised CMO-housed PPP Unit. The verdict is partial because the state created an infrastructure and PPP-oriented institution, but not the exact promised war-room mechanism. Budget status: related infrastructure-board activity exists, but no specific war-room or PPP-unit budget line found.
