Uttarakhand Police self-defence training for women/girls is evidenced, and national school self-defence programmes exist, but I did not verify a statewide Samarthya Yojana covering school and college girls through police personnel. The objective is partly addressed through training activity, but the named universal school/college rollout is not verified. Budget: Training activity exists; no Samarthya-specific allocation isolated.
