Uttarakhand Judicial and Legal Academy (UJALA) exists and conducts induction/foundation training for newly recruited Civil Judges. The functional objective of a judicial training academy for new judges is met, even though the academy appears to have existed before the manifesto period rather than being newly created after 2022. Budget: Academy operations/training budget exists; no new-academy capital allocation isolated.
