Dehradun Smart City’s Integrated Command and Control Centre and CCTV-backed monitoring are verified, but I did not verify adequate CCTV coverage across the entire state. The policing/safety objective is partially delivered in Dehradun and selected urban systems, but the promise was statewide. Budget: Dehradun Smart City/ICCC spending exists; no statewide CCTV allocation isolated.
