The official SPMRM physical progress report still lists Uttarakhand with 6 clusters, not 10. The promise was a numeric expansion from 6 to 10; official Rurban data does not show that expansion. Budget: SPMRM funding exists nationally; no Uttarakhand four-additional-cluster allocation verified.
