Our Assessment
Implementation of new parking infrastructure is underway across Uttarakhand, including multi-level, automated mechanical and tunnel-parking projects. The state issued a dedicated parking framework in 2022 and a 2023 government order covering tunnel/cavity, multistorey and automated/mechanical parking, while subsequent tenders include automated mechanical and multilevel facilities. By February 2026, the Housing Department reported proposals for parking facilities at 195 locations, with DPRs approved and budgets released for 114 locations. Parking facilities at 54 locations were operational and additional projects were under construction. By September 2026, government officials reported that 63 parking projects had been completed across ten hill districts, providing capacity for 4,202 vehicles. However, these reported totals include parking facilities generally, including surface parking, and available evidence does not establish how many of the completed projects meet the manifesto's specific requirement of automated, multi-level or tunnel parking. The promised target is 500 such modern parking facilities at major tourist locations, and current evidence does not establish delivery at that scale. Meaningful implementation is therefore clearly evidenced, but a substantial gap remains against the stated 500-facility commitment.
