Public Wi-Fi expansion through PM-WANI/BharatNet is verified nationally and can serve urban areas, but I did not verify city-centre Wi-Fi hotspots across Uttarakhand’s urban centres. The public-Wi-Fi objective is partially served by national hotspot frameworks, but the Uttarakhand city-centre rollout is not proven. Budget: PM-WANI/BharatNet framework exists; no Uttarakhand city-centre Wi-Fi budget isolated.
