“Transform one government hospital into a super speciality hospital in every district.”
The promise was one super speciality government hospital in every district. Some tertiary/specialty progress is visible, including the AIIMS satellite centre, a completed cancer hospital reported in Dehradun, and court-driven movement on Nainital/Bhowali specialty facilities. But the CAG health infrastructure report documented substantial manpower and service gaps and there is no approved-source evidence of one government hospital converted into a super speciality hospital in each of the 13 districts. This is partial, not fulfilled. Budget status: individual facilities have funding, but no statewide district-by-district super-speciality conversion allocation was verified.
Times of India reported tertiary progress including AIIMS satellite work and completion of a 300-bed cancer hospital in Harrawala, Dehradun.
