The promise was proper implementation of PMFBY with Nyay Panchayats as the base level for disaster assessments. Uttarakhand Agriculture Department confirms PMFBY implementation since Kharif 2016 with notified crops across districts and 50 percent central and 50 percent state share. PIB also reports Uttarakhand PMFBY figures, including 20,00,181 farmer applications and 10,67,212 farmers benefited with claims under PMFBY. This supports implementation. But I did not find approved-source evidence that disaster assessments were shifted to Nyay Panchayats as the base unit. The verdict is partial because the scheme operates and claims are paid, while the promised assessment-base reform is unverified. Budget status: PMFBY premium subsidy and claims exist, but no Nyay-Panchayat reform allocation found.
