The Sugarcane Department confirms Uttarakhand has eight sugar mills across key sugarcane districts including Haridwar and Udham Singh Nagar. However, I did not verify two post-2022 first-generation ethanol plants established in Haridwar and Udham Singh Nagar as promised. Budget status: ethanol/sugar infrastructure exists, no two-plant state delivery allocation found.
