“Provide every village and hamlet of Uttarakhand with pakka road connectivity under the Mera Gaon Meri Sadak Yojana.”
The promise was pakka road connectivity for every village and hamlet under Mera Gaon Meri Sadak Yojana. The official MGMS page confirms the scheme exists, but its stated target is two roads per development block in 95 blocks, or 190 connecting roads, which is narrower than every village and hamlet. A 2025 Lok Sabha answer on PMGSY said 1,860 of 1,864 sanctioned eligible 250+ population habitations in Uttarakhand had all-weather road connectivity by 31 July 2025, with four still pending and PMGSY-IV proposals continuing. This is substantial delivery but not universal village-and-hamlet completion under MGMS, so partial is the honest verdict. Budget status: MGMS has per-road cost norms and PMGSY/road allocations exist, so allocation evidence exists for rural roads.
