The promise had two physical deliverables: one new Mega Food Park and five new agro and food processing plants in collaboration with industry. MoFPI lists two operational Mega Food Parks in Uttarakhand, but these are not verified as new post-2022 parks, and MoFPI says the Mega Food Park scheme was discontinued from 01.04.2021 except for committed liabilities. MoFPI's 2025 state profile does show a substantial food-processing ecosystem, including operational and under-implementation cold chain, value-addition and preservation-capacity projects. I therefore treat the broader food-processing objective as partially served, but the new Mega Food Park and five-new-plants promise is not fully verified. Budget status: food-processing schemes exist, but no promise-specific new Mega Food Park or five-plant allocation found.
