The promise was to expand medical colleges district-wise wherever feasible. Official Medical Education Department records list government medical colleges in Srinagar, Haldwani, Dehradun, Almora and Haridwar, and project pages for Rudrapur and Pithoragarh; department document pages also list budget progress reports for Pithoragarh, Rudrapur and Haridwar medical colleges. Times of India reported hospitals at Pithoragarh and Rudrapur had begun operations ahead of college launch and later reported the Chief Minister again announcing a medical college in every district. This is credible progress, but not fulfilled because all 13 districts are not shown to have operational medical colleges. Budget status: budget progress reports exist for multiple medical college projects, so allocation evidence exists for the expansion programme.
Times of India reported the Chief Minister saying the state plans a medical college in every district and that Rudrapur and Pithoragarh would soon begin operations.
