Fill health vacancies through special recruitment

NHM and medical-education recruitment notices show continuing recruitment for medical officers, specialists, faculty and staff, so the state has taken recruitment steps. But CAG and later reporting show persistent shortages, and I did not verify that all vacant posts in government health institutions were filled under a special drive. This is partial because recruitment activity exists but the all-vacancies endpoint remains unproven. Budget status: recruitment and salary expenditure exist, but no special-drive allocation was isolated.
