Farm equipment leasing centres in all blocks

The promise was to establish farm equipment leasing centres through a PPP model in all blocks. Uttarakhand Agriculture Department says the SMAM scheme focuses on Farm Machinery Banks in hilly areas and Custom Hiring Centres in plain areas so farmers can access machinery at low cost. This substantially overlaps with the equipment-leasing intent. But I did not verify a PPP-model centre in every block, nor a block-wise completion list. Budget status: SMAM operates with 90 percent central and 10 percent state share, but no all-block PPP allocation verified.
