The promise referred to other in-progress rail projects, especially the Rishikesh-Karnaprayag line. A 2025 Lok Sabha answer recorded three sanctioned new-line projects in Uttarakhand, 16 km commissioned by March 2025, and substantial tunnelling on the Rishikesh-Karnaprayag line: 13 main tunnels, 9 escape tunnels, all 8 adits and 199 km of tunnelling against 213 km scope completed. Times of India later reported 72.5 percent overall completion and 95.3 percent tunnelling completion. This is clearly on track, but not fulfilled because the line was still not completed in the evidence. Budget status: railway outlay and sanctioned-project costs are verified.
