“Encourage creation of co-operatives on the lines of AMUL and formulate an Agro-Export policy with the aim of making Uttarakhand a horticulture and dairy hub.”
The broader hub objective has visible movement: approved reporting in 2026 recorded 41 agriculture-sector projects worth Rs 369 crore, a Rs 100 crore clean plant centre, and other horticulture initiatives described as aimed at making Uttarakhand a horticulture powerhouse. Dairy development and cooperative dairy institutions also continue to operate. However, no approved-source evidence was found of a formal Uttarakhand Agro-Export Policy being notified after the promise. Delivery is therefore partial: substantial related project activity, but the promised policy instrument remains unverified. Budget: related agriculture and horticulture projects worth Rs 369 crore were announced, but no specific Agro-Export Policy budget line was found.
Times of India reported launch or foundation stones for 41 agriculture-sector projects worth Rs 369 crore and horticulture initiatives including a clean plant centre.
