“Expand the 108 ambulance service programme in a phased manner.”
The 108 Emergency Response Service is operational 24x7 across all Uttarakhand districts, and the state health department lists a 108 Ambulances PPP project. However, the promise was to expand the programme after the manifesto; I did not find approved-source evidence of a defined post-2022 fleet expansion or phased expansion target being completed. This is partial because the service is active and statewide, but expansion delivery is not proven. Budget status: PPP support exists, but no expansion-specific allocation was isolated.
