Uttar Pradesh remains one of the country's top wheat and paddy procurement states, buying both at MSP through thousands of procurement centres with payments credited directly to farmers' bank accounts, and procurement has broadly grown. Annual targets are not always fully met and the pace varies year to year, so the commitment to 'further strengthen' MSP buying is partly delivered. Marked partial.
