FPOs are being formed in Uttar Pradesh under the central 'Formation and Promotion of 10,000 FPOs' scheme, which provides up to Rs 18 lakh of management support per FPO — matching the manifesto's figure — and UP has the highest number of registered FPOs of any state (about 758 as of early 2025). That remains well short of the promised 4,000 new crop-specific FPOs. Marked partial.
