Partly delivered. The state had initiated work for an ATS/anti-terror commando centre in Deoband and expansion of ATS infrastructure was reported for other locations. However, clean official evidence confirming completed construction in Deoband and similar completed centres in Meerut, Rampur, Azamgarh, Kanpur and Bahraich was not found. Marked partial.
