Our Assessment

A state top-up of two free cylinders per year to Pradhan Mantri Ujjwala Yojana (PMUY) beneficiaries, on top of central benefits. No approved-source evidence of a Manipur state scheme delivering these free cylinders was found. The central PMUY targeted subsidy (Rs 300 per 14.2 kg cylinder for up to 9-12 refills) reaches Manipur beneficiaries, but that is a central discount, not the promised state benefit of two fully-free cylinders, so it does not fulfil this commitment. Context: Manipur saw ethnic conflict from 3 May 2023 and was under President's Rule from 13 Feb 2025 to 4 Feb 2026 (about 23% of the term with no elected government), which materially constrained delivery. Manipur state schemes are under-reported in national outlets, so confidence is low and absence of evidence is not treated as confirmed abandonment.
