Establish the Loktak Mega Eco-Tourism project

The Loktak Mega Eco-Tourism project, a multi-hundred-crore Department of Tourism initiative that pre-dates this term, was advanced to the tendering stage. The official Manipur Tourism portal carries tenders for components such as a tourist resort at Sendra Hillock and a water sports complex at Takmu. However, the project is restricted by Manipur High Court orders, faces strong local and fisherfolk opposition over displacement and ecology, and was then frozen by the conflict. No eco-tourism infrastructure is verified as operational. Marked pending rather than broken: genuine government activity, including tendering and funding efforts, did occur but nothing is operational, and the conflict froze the project mid-process. Context: Manipur saw ethnic conflict from 3 May 2023 and was under President's Rule from 13 Feb 2025 to 4 Feb 2026 (about 23% of the term with no elected government), which materially constrained delivery. Manipur state schemes are under-reported in national outlets, so confidence is low and absence of evidence is not treated as confirmed abandonment.
