The Manipur Tourism Policy 2022, issued June 2022 during this term, brings homestays under the ambit of micro-enterprises and provides for subsidies and interest subsidy on term loans to encourage rural and village accommodations. The policy framework supporting homestay loans therefore exists. However, actual disbursement of homestay-development loans, including number of beneficiaries and scale, could not be verified, and tourism activity was severely affected by the conflict. Marked partial. Context: Manipur saw ethnic conflict from 3 May 2023 and was under President's Rule from 13 Feb 2025 to 4 Feb 2026 (about 23% of the term with no elected government), which materially constrained delivery. Manipur state schemes are under-reported in national outlets, so confidence is low and absence of evidence is not treated as confirmed abandonment.
