Cluster-based development of onion-tomato-potato (TOP) and broader fruit/vegetable value chains is pursued through Operation Greens, which strengthens production clusters and FPOs, supports farm-gate infrastructure, storage and agri-logistics (with 50% subsidy on transport and storage of TOP crops via NAFED), and was expanded to 22 perishable crops. The pledge to build vegetable clusters with storage/logistics is being served by this existing, expanded scheme, though a dedicated new cluster programme specific to this manifesto commitment is not separately evidenced.
