Our Assessment

high

The Nari Shakti Vandan Adhiniyam (Constitution 106th Amendment Act) was enacted in September 2023, providing for one-third reservation of seats for women in the Lok Sabha and State Legislative Assemblies (including within SC/ST reserved seats). However, the reservation is not yet operative: under the Act it takes effect only after a delimitation exercise conducted following the first Census taken after 2026, which means it is widely expected to apply only from around the 2029 elections. The enactment is complete, but the substantive pledge to implement it and deliver women’s representation has not been realised. Pending.
