Our Assessment

high

Digital-infrastructure-enabled credit for MSMEs has been substantially advanced. Budget 2025-26 introduced a customised Micro Enterprise credit card (ME-Card) with a Rs 5 lakh limit for Udyam-registered micro enterprises (10 lakh cards targeted in year one), doubled the credit guarantee cover for micro and small enterprises from Rs 5 crore to Rs 10 crore (unlocking an estimated Rs 1.5 lakh crore additional credit over five years), and raised MSME classification limits to widen scheme access. These build on Udyam and account-aggregator/digital-lending rails. The digital-credit solution pledge is being delivered; full rollout and uptake are ongoing. Partial.
