Our Assessment

high

Under the Semicon India Programme/India Semiconductor Mission (50% fiscal support for fabs and packaging), the government has approved multiple semiconductor projects with cumulative investment exceeding Rs 1.5 lakh crore, including India’s first commercial fab - the Tata Electronics-PSMC 28nm fab at Dholera, Gujarat (~Rs 91,000 crore, 50,000 wafers/month) - Micron’s ATMP facility at Sanand, Tata’s TSAT packaging unit in Assam, a CG Power-Renesas-STARS unit at Sanand, a Kaynes unit, an HCL-Foxconn JV at Jewar, and a first silicon-carbide fab in Odisha, with the design-linked incentive supporting chip design. First India-fabricated chips are targeted for the second half of 2026. Substantial delivery is under way, but commercial chip production has not yet been achieved, so the pledge is in strong progress. Partial.
