The pledge is being delivered through the BioE3 (Biotechnology for Economy, Environment and Employment) Policy, approved by the Cabinet in August 2024, which provides for a nationwide network of shared facilities - Biomanufacturing Hubs, Biofoundries and Bio-AI hubs - to support high-performance, sustainable biomanufacturing and a circular bio-economy. In September 2025, on the policy’s first anniversary, the government unveiled India’s first National Biofoundry Network comprising 21 bio-enabler facilities to bridge lab-to-commercial-scale production. Implementation is under way; full hub network build-out is ongoing. Partial (strong action).
