Rather than applying the Right to Fair Compensation and Transparency in Land Acquisition Act with the higher rural multiplier promised, the state continued applying a compensation multiplier of one for rural areas through a 2015 notification. In June 2025 the Himachal Pradesh High Court quashed that notification and held the rural multiplier must be two. Farmers whose land was taken for road and railway projects have publicly protested that they were promised compensation at four times the prevailing rate but were paid only existing rates, and report that the state government secured a Supreme Court stay against the High Court more favourable ruling. The gift-deed and informal-takeover practice has also continued to generate litigation. The commitment was therefore not delivered, and the government acted contrary to it by resisting higher compensation in court, hence broken.
