Improve Pathankot-Joginder Nagar and Kalka-Shimla lines and add trains

Railways are a Union subject; for these lines the state role is largely advocacy and facilitation. Little of this promise has materialised. For the Pathankot-Joginder Nagar narrow-gauge line, about 200 km, only a survey for conversion to broad gauge has been approved, with the Detailed Project Report still being prepared, an early central-stage step rather than a delivered improvement or additional services. No approved-source evidence was found of improvements to, or additional trains on, the Kalka-Shimla heritage line attributable to the state efforts. Recorded as pending.
