New parking has been developed in major towns, most visibly in Shimla, including a network of parking facilities for several thousand vehicles plus the Kasumpti parking and Circular Road works, but much of this is delivered through the centrally sponsored Smart City Mission and AMRUT rather than a dedicated state programme. It does not amount to comprehensive new parking in every town according to population and size. Marked partial. Budget: largely central Smart City and AMRUT funds, with some state allocation for specific projects.
