The promise to restore all pre-COVID HRTC routes with immediate effect was not fulfilled, and the government has in fact adopted a contrary policy. While general bus services resumed after the pandemic, the Himachal Road Transport Corporation continues to curtail and suspend routes amid a deep financial crisis. As late as March 2026 the Transport Minister defended route cuts in the Vidhan Sabha, stating that HRTC would not operate uneconomical routes given mounting losses, while buses are phased out after nine lakh kilometres. Specific pre-COVID routes, for example the Kotla-Delhi service, remained unrestored despite public demand in December 2025. Because the universal, immediate commitment was not met and current policy runs counter to it, this is broken.
