The structural part of this promise was delivered: after dissolving the scandal-hit Himachal Pradesh Staff Selection Commission in February 2023 following a paper-leak case, the government notified a new recruitment body, the Himachal Pradesh Rajya Chayan Aayog. However, the operative commitment of filling all posts within six months of advertisement has not been achieved: recruitment was badly disrupted by the paper-leak fallout and transition to the new body, and overall hiring has lagged. Marked partial: the board exists, but the six-month filling guarantee is unmet. Budget: recruitment body operational.
