Road construction has continued, but at a pace that puts the 5,000 km target at risk. By state government accounts, about 1,376 km of new roads were built in the first two years, alongside extensive metalling, tarring and cross-drainage work; in November 2025, 294 new rural roads, about 1,538 km, were sanctioned under PMGSY. At roughly 1,376 km over two years, the trajectory falls short of the about 1,000 km per year needed to reach 5,000 km within the term, and repeated monsoon disasters have diverted Public Works Department resources to reconstruction. Substantial, ongoing delivery but behind the pace required, hence partial.
