Five Lakh Employment Opportunities and Apprenticeship Stipend

The promise combines creation of five lakh other employment opportunities with monthly stipend support through the National Apprenticeship Promotion Scheme. An official Haryana update reported placements or apprenticeships for 29,761 trainees, which is real delivery but is not equivalent to five lakh sustained jobs. Haryana also reported strong NAPS implementation, and the 2026–27 budget proposed a Mukhyamantri Apprenticeship Promotion Scheme giving eligible Antyodaya apprentices an additional ₹1,500 per month above the existing stipend. This state scheme is credited as an objective match because it strengthens the same apprenticeship-stipend outcome even though its name differs from the manifesto wording. However, the additional stipend was still a budget proposal in the latest official document, and approved-source evidence of broad disbursement was not found. Budget: The department has a ₹2,200.63 crore allocation for 2026–27, but no ring-fenced allocation or utilisation figure was found for the five-lakh employment target or the proposed ₹1,500 apprenticeship top-up.
