Operate waste-to-energy plants in Ahmedabad, Vadodara, Rajkot and Surat

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“We will operationalise the waste-to-energy plants in Ahmedabad and Vadodara and set up new waste-to-energy plants in Rajkot, and Surat, to create sustainable and zero-waste cities in Gujarat.”
Our Assessment
Ahmedabad has an operational 15 MW municipal-waste-to-electricity plant. Its operation is documented in a May 2025 credit assessment and the CPCB's waste-to-energy reporting. Surat has also moved municipal organic waste into energy recovery through a Bio-CNG facility; March 2026 reporting described commercial gas supply and actual waste processing. This receives credit as relevant delivery despite the different technology. However, the reviewed municipal and regulatory records do not establish sustained operation of all the promised facilities in Vadodara and Rajkot, while Surat's larger proposed waste-to-RDF-to-energy plant remains separately documented as forthcoming. Operational plants alone also do not establish zero-waste status. The four-city commitment is Partially Done.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Waste-to-energy delivery is verifiable in Ahmedabad, with relevant Bio-CNG activity in Surat, but complete and sustained delivery across all four named cities is not established.
02 · Strength of evidence
Why medium confidence?
Regulatory records and a plant-specific credit assessment verify Ahmedabad operation. The evidence is less complete for current commissioning, energy output and compliance in the other named cities.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- City-wise commissioning and commercial-operation certificates for the promised facilities
- Actual monthly waste processed, electricity or gas produced and plant uptime
- Valid pollution-control consents, emissions monitoring and residue-disposal records
Status describes delivery. Confidence describes the evidence.
