Provide 100% pucca drainage in Gujarat's villages

What does this status mean?
Meaningful delivery has occurred, but the stated commitment is incomplete.
Status describes delivery. Confidence describes how strong the available evidence is.
Original manifesto wording
“Enhance the drainage system of rural Gujarat by constructing a 100% pucca drainage system in the villages”
Our Assessment
Rural drainage and wastewater-management infrastructure is documented across Gujarat, but the promised 100% pucca-drainage outcome is not verified. A 2025 parliamentary reply reported drainage facilities in 16,018 of 17,973 Gujarat villages. Updated August 2026 records list 37,369 drainage facilities and 4,816 community greywater-management systems in the state. However, the government explicitly says its SBM(G) system does not distinguish open, closed, kutcha or pucca drains, and these are cumulative records rather than a measure of new work since December 2022. The records support meaningful delivery toward rural drainage, while leaving the specific quality and universal-coverage commitment unresolved. The promise is assessed as Partially Done with medium confidence.
The reasoning behind the verdict
Why this assessment?
Reviewed
01 · Delivery status
Why partially done?
Drainage facilities and treatment assets exist across rural Gujarat, but public reporting does not establish that all villages have a functioning pucca drainage system. A general sanitation or greywater intervention cannot by itself verify the 100% pucca target.
The reported 89.12% concerns villages with any drainage facility. It is not a completion percentage for the promised 100% pucca drainage.
02 · Strength of evidence
Why medium confidence?
Parliamentary replies provide official drainage and greywater records. Confidence is limited by the absence of drain-type data, a full functional coverage assessment and a separation of work completed before and after the 2022 election.
What would help us reassess?
The documents that could clarify delivery of this commitment.
- Village-wise length and coverage of functioning pucca drainage, separating it from kutcha drains and soak-pit-only arrangements
- Completion certificates and inspection records for drainage constructed since December 2022
- A consistent denominator of all rural villages and the number meeting the promised 100% drainage standard
- Evidence of safe wastewater conveyance and treatment, including unconnected or inadequate drains
Status describes delivery. Confidence describes the evidence.

Promise Timeline
Official SBM(G) records as of 7 August 2026 listed 37,369 drainage facilities, 16,660 termination points and 4,816 community greywater-management systems in Gujarat. These cumulative assets do not provide a percentage of villages with complete pucca drainage.
View sourceThe Ministry of Jal Shakti reported that 16,018 of 17,973 Gujarat villages (89.12%) had some drainage facility. The reply expressly states that monitoring does not classify drains as pucca, kutcha, open or closed.
